Situated on the Balkan Peninsula in South-eastern Europe, Montenegro is known for its magnificent and unparalleled natural beauty. Montenegro boasts untouched expansive peaks, shimmering lakes, and a 600,000+ strong population that is known for its warm hospitality. The majestic Mount Lovćen is the heart of the country and the enchanting Adriatic Coast spans 273 km, is indented with pristine sandy beaches, and features the elite Porto Montenegro, one of Europe’s increasingly popular luxury destinations. Nearby lies the medieval town of Kotor, a UNESCO World Heritage Site, where the mountainous landscape frames the Venetian, Austrian, and baroque-style buildings. Tourism is the biggest driver of this safe and stable country’s economy. Visitors and locals alike are attracted to the iconic Aman Sveti Stefan, a village-style island resort, linked to the Queen’s Beach by a causeway, as well as The Chedi Luštica Bay Hotel, a five-star modern resort hotel on the waterfront of the new coastal town of Luštica Bay. Emerging as a sovereign state in 2006, Montenegro is a member of NATO, uses the euro as its currency, and is an official candidate country for EU membership.


The Main Applicant must be: 

  • a third country national (thus, does not reside in the European Union), 
  • over 18 years of age, and 
  • meet the application requirements

Qualifying Contributions 

The qualifying contributions which must be made to the Government of Montenegro are as follows: 

  • Non-refundable contribution of one hundred thousand euro (€ 100,000), designated for the advancement of local under-developed, self-government units. 
  • Investment of at least four hundred and fifty thousand euro (€ 450,000) into an approved real estate development project in Podgorica or in the coastal region of Montenegro. Alternatively, an investment of at least two hundred and fifty thousand euro (€250,000) into an approved real estate development project in the northern or central region of Montenegro, excluding Podgorica.


The dependents which can be included in the application are: 

  • the spouse of the Main Applicant, 
  • children under the age of 18 and 
  • children over the age of 18 who are dependent on the Main Applicant.
